What is the cost per “key” and would there be a way to establish a key distribution group where sale of keys within and/or for that group’s members could be done by someone other than the group originator. One can imagine a model where pushing the cost of key production or managing a ‘key inventory” as well as the transaction overhead around key distribution would be best done as a service.
